WOOF: The number of dogs is increasing, but Rover and Bowser aren’t biting as many people as they used to. One county official thinks he knows why. . . . Field Supervisor Kevin Whelan says Animal Control division workers in the Health Care Agency have stepped up efforts to educate owners on controlling their pets. The workers also visit schools “to help kids understand why dogs should be kept on a leash.”
