A Girl and Her Goat Help Stop 4-H Fee Hike

The City Council has voted unanimously to raise many user and permit fees, but shelved a proposed increase to the fee that 4-H members pay to raise an animal within city limits.
After an appearance by Savannah McNeilan, 11, and her 4-week-old goat, Felicity, the Ventura council agreed Monday not to hike the 4-H fee from $25 to $50. Fees that will increase include various planning and construction fees.
Council members also decided not to increase the planning appeal fee from $225 to $850 over a two-year period.
The council will vote on a finalized fee structure Monday.
