Devaluing Some Lives for Regulatory Purposes

So John Graham, the White House regulatory czar, places the value of each senior at the rate of 63% of each younger person (April 30)! Goodness, that is slightly better than each slave who was counted as 3/5ths of a person before the Civil War. Seriously, though, since women tend to live longer than men, wouldn’t women for the first time in U.S. history each count for a higher percentage than men?
I propose at least increasing the worth of each senior woman to 70% and reducing the value of each senior man to 56%. And since Asian, Hispanic, Inuit -- pick a category -- tend to live.... I guess you get the picture, but does czar Graham?
