Panel to Oversee Spending at Colleges

The Coast Community College District governing board has named a committee of nine people to oversee how bond money is spent to alleviate overcrowding and improve aging facilities.
The money from Measure C, a $370-million bond issue approved by 65% of the district’s voters in November, will be used to replace or upgrade deteriorating buildings -- some dating to the 1940s -- and to improve campus safety, computer systems and other technology.
The first projects include remodeling the Golden West College student center, building a new transportation center at Orange Coast College and constructing Coastline Community College’s new Westminster Learning Center.
The members appointed last week are Tony Almaguer, a Huntington Beach attorney; Heather Arroyo, a student from Huntington Beach; Neel Buell, a Fountain Valley resident and college foundation board member; Katrina Foley, a Costa Mesa lawyer and city planning commissioner; Jim Garmon, a retired education administrator from Costa Mesa; John Lindgren of Corona del Mar, a member of the AARP board; Rony Linksy of Costa Mesa, executive director of the National Water Research Institute in Fountain Valley; David Quatman, a Huntington Beach businessman; and Lisa Silbar of Newport Beach, vice chairwoman of the Orange County Taxpayers Assn.
