Fee isn’t the problem

I don’t have a problem with the program, but I do have a problem with the lack of enforcement. Every weekend in the San Gabriels, hundreds come to play in the snow. They park illegally, trample the hillsides (not the trails) and leave trash. Very few, if any, vehicles exhibit an Adventure Pass.
