Judge Orders Upgrade of Border Sewage Facility

A San Diego federal judge has ruled that the U.S. International Boundary and Water Commission must bring its secondary treatment of border sewage up to standards within four years.
The commission owns the International Wastewater Treatment Plant, which treats sewage flowing from Mexico via the Tijuana River Estuary.
