City Mishandled Studies on Wal-Mart, Court Says

A court has ruled that the city botched the environmental impact studies needed to build a Wal-Mart Supercenter and two other large retail stores -- and told city officials that they will have to do them again.
The decision by Fresno’s 5th District Court of Appeal means that the half-built frame of the huge Wal-Mart will stand empty as the city and developers go through up to a year of studies and public meetings.
