EVEN TOUGHER: Several laws took effect last year cracking down on fathers who failed to make child support payments, but 1992 will bring even tougher measures. For instance, delinquent payments will be hit with a 6%-per-month penalty, up to 72%. And those who need state licenses to work won’t be able to get renewals if they still owe. . . . County Deputy Dist. Atty. David Himmelson says such measures are needed: More than one-fourth of the 60,000 here who pay child support are delinquent.
