Masterplan Adopted: The Citywide Cultural Masterplan, outlining hopes and strategies for the city to become an international arts center, was adopted Wednesday by the Los Angeles City Council. The plan includes a provision that no city controls will be imposed over the content of artists’ works, as well as 14 “vision statements” dealing with the role of artists, the support of artistic diversity and the development of audiences.
