United Technologies Plans Restructuring: The Hartford, Conn., aerospace giant will announce a major restructuring Tuesday aimed at cutting $1 billion in costs during the next two years, a spokesman said. United Technologies, which supplies the U.S. military with helicopters, jet engines and other equipment, last year suffered its first annual operating loss in two decades. The company said last fall that it would post a 1991 operating loss but has not disclosed its size. Like other defense contractors, UTC has been hurt by post-Cold War reductions in the military budget.
