Robert G. Welch, 76, former president of the Steel Service Center Institute and a longtime spokesman for the steel industry. Welch was credited with several advances in the metal service industry, including reforms in the way steel is stored and distributed. He was a frequent speaker and writer on the subject of industrial distribution and was an industry representative at the 1980 White House meeting with President Jimmy Carter, when Carter unveiled his plans to revitalize dormant domestic steel companies that were suffering from increased imports. On March 23 in La Quinta of undisclosed causes.
