SCOUTING LONG: The California Angels, just about everybody’s preseason choice for the cellar this year, have come up with a new way to build for the future. Angels scout Bob Fontaine has returned from the Commonwealth of Independent States with contract agreements from three top Russian ballplayers. . . . “This is baseball’s last frontier,” Fontaine says. Two are infielders for the Moscow Mendeleyer Institute team--the Red Devils. The other is a Siberian playing college ball there. The three are expected to join the Mesa Angels of the Arizona League in early July.
