Japan Blames U.S., EC for Delay in GATT Talks: Japan accused the United States and the European Community of being behind a deadlock in GATT talks aimed at laying the ground rules for world trade in the 21st Century. A government official said Japanese Foreign Minister Michio Watanabe, in letters to Brussels and Washington dated April 8, criticized the EC and expressed disappointment that Washington was seeking so many exemptions in the service sector, including the shipping, financial and telecommunication markets.
