Prime Minister Giulio Andreotti resigned, clearing the way for formal negotiations to start choosing a successor to lead Italy through one of its most difficult periods since the end of World War II. A brief Cabinet meeting gave Andreotti, 73, the green light to step down three weeks after his ruling coalition suffered a major reverse in elections April 5 and 6.
