West Covina : Council Chooses Mayor

The City Council chose Nancy Manners as its new mayor and Richard Jennings as the mayor pro tem on split votes.
Casting “no” votes were Brad McFadden, who was elected to a second term in April, and Steve Herfert, who is serving his first term and just completed a year as mayor pro tem.
Manners, a retired municipal consultant, first served as mayor in 1988. She is beginning her second four-year term on the council.
Jennings, who has been on the council for two years, was mayor the last year.
