U.S. Policy in Yugoslav War

The Times is right in its editorial “Don’t Hesitate This Time” (June 25). If the equivalent steps had been taken last fall that are being imposed on Serbia now, we wouldn’t have the problems we have today in Bosnia-Herzegovina.
We may still have to intervene militarily to resolve this problem. I just hope the international community doesn’t hesitate this time!
