California’s Budget Crisis

Since health and education cuts would kill many people and undermine the future economy of California, this is a true emergency; we should consider less serious alternatives:
-- A value added tax on all manufacturing corporations that own property in California valued for tax purposes at less than 75% of its real market value.
-- An income tax surcharge on income from rental property valued for tax purposes at less than 75% of its real value.
-- Temporarily transferring all highway construction funds to other programs.
-- Decriminalizing drugs and immediate release from prison of people convicted only of drug law violations.
