NATION IN BRIEF : WASHINGTON, D.C. : Court Upholds Ban on Nuclear Disposal

The U.S. Circuit Court of Appeals for the District of Columbia upheld a ban on shipping nuclear waste to an underground storage facility near Carlsbad, N. M., ruling the Interior Department had overstepped its authority by making public land available for the site. The plan was opposed by New Mexico and, later, Texas and several environmental groups. The Energy Department had planned to ship as many as 8,500 drums of plutonium-contaminated waste from Idaho to the plant 26 miles southeast of Carlsbad.
