* Kenneth H. Bell has been appointed vice president and director of public works for the Irvine consulting and surveying firm of Robert Bein, William Frost & Associates. Before joining that company, Bell was director of public works and city engineer for Indian Wells. Before that, he was assistant city engineer in Sunnyvale and director of construction at the El Toro Marine Corps Air Station.
