Harvey A. Proctor, 76; Former Head of Gas Company

Harvey A. Proctor, retired chairman and chief executive officer of the Southern California Gas Co. and a well-known Southland business leader, is dead of the complications of emphysema.
A gas company spokeswoman said Proctor, who retired in 1981, was 76 when he died in Torrance on Friday.
Proctor, who served as executive vice president and a director of Pacific Enterprises, the gas company’s parent firm, was credited with the passage of the Natural Gas Policy Act of 1978, which deregulated natural gas prices, improving gas supplies.
Survivors include his wife, Virginia, three sons and five grandchildren, who say that contributions in Proctor’s name may be made to a favorite charity.
