BLOCKED RUNWAY: Supervisor Roger R. Stanton’s colleagues are still irked by his proposal to sell John Wayne Airport to the Orange County Transportation Authority. . . . As a result, the other supervisors have nixed a plan by Stanton and OCTA chief Stanley T. Oftelie to consolidate new major county road projects under OCTA’s roof. . . .
