Early Action Crucial for the Wayward

How insightful to describe indicators of future law violators as kids with “truancy, poor grades, gang membership, substance abuse and family problems.” I can identify those kids in my kindergarten class. Where do we need help, money and early intervention? In the elementary grades--K-6!
