We feel that the proposed higher taxes to pay for more police and fire protection would have a greater chance of passing if we knew that all the ballooning boondoggles had been eradicated from the city’s budget. For example, the L.A. Cultural Affairs Department annual budget has gone from $3 million in 1988 to $10.3 million this year. There are probably more.
