BY THE BOOK: Don’t try to persuade local libraries that the recession is winding down. The Newport Beach libraries are so short-staffed they recently announced that new books can be kept out three weeks instead of two, to reduce labor-intensive renewing. . . . In Santa Ana, the library held its first outdoor book sale Tuesday, where a 3rd Air Wing band played. Budget cuts are so bad, quipped Kitty Taylor of a library support group, it’s “the Marines to the rescue.”
