PUC Refuses to Reopen PacTel Spinoff Case: The state Public Utilities Commission has decided not to rehear certain issues involved in the spinoff of Pacific Telesis Group’s wireless unit. The city of Los Angeles, the consumer watchdog group Toward Utility Rate Normalization and other groups had urged the PUC, among other things, to reconsider how much money the telephone holding company should reimburse ratepayers for research and development into cellular technologies. San Francisco-based PacTel said its board will take a final vote on the spinoff in the next few days.
