Regulators Offer Brochure on Investing: The Securities and Exchange Commission, stock exchanges, municipal securities regulators and state regulators announced the publication of a pamphlet with information designed to help consumers identify the decisions to be made before investing, select a broker and handle any problem that may arise. “There’s no small print in it and the language is blunt,” SEC Chairman Arthur Levitt told a Washington news conference. Among other things, the brochure advises consumers to steer clear of “guarantees” that they will not lose money on a particular transaction or claims that they can double their money in six months.
