Pacific Gas & Electric Told to Give Back $115 Million: State regulators ordered the refund to customers to make up for “imprudent” gas purchases from the company’s Canadian subsidiary between 1988 and 1990. The California Public Utilities Commission said the utility could have saved customers money if it had bargained more aggressively with Canadian suppliers or bought cheaper gas from other sources. PG&E;, which plans to appeal, said it was disappointed by the ruling and said it showed that regulatory processes need to be overhauled. The company set aside a $61-million reserve last year, according to PG&E;’s annual report. A spokesman said he couldn’t say immediately if earnings will be adversely affected.
