From Times Staff and Wire Reports
An effort to force a recall election against Fresno Councilman Robert Smith has failed by 23 signatures. County elections official Cathy Cisneros said the recall petition contained 3,957 valid signatures but needed 3,980. She said more than 1,000 signatures were ruled invalid.
