Re your Jan. 4 article about [gubernatorial candidate] Bill Jones blaming Gov. Gray Davis for the state lottery “scam,” and the subsequent report that Davis is distancing himself from this “scandal”: The real scam and scandal is that the state of California is in the lottery business at all.
