Council Backs Proposed Sewage Plant in Tijuana

CALIFORNIA — The City Council endorsed a proposal to build a sewage treatment plant in Tijuana that may help reduce river and beach pollution.
The council voted 7 to 2 on Tuesday in favor of the Bajagua project, which calls for a secondary treatment plant that would handle 50 to 75 million gallons of sewage a day in Tijuana. The $84-million project will be built with private funds.
Before construction, the U.S. International Boundary and Water Commission must negotiate with Mexico to revise an old treaty that governs waste-water treatment between the two countries.
