Water Agencies Study Davis’ Proposed Pact

Four Southern California water agencies that have failed to reach a key Colorado River water-sharing pact were studying a proposal Thursday from Gov. Gray Davis that addressed the deal’s main stumbling blocks.
In a provision cheered by environmentalists, the state would conduct a $20-million, two-year study of how to fix the Salton Sea, a major stop for migratory birds. And the costs to mitigate harm to the valley environment would shift from taxpayers to water users.
