* The average rate on 30-year fixed-rate mortgages fell to 6.28% last week from 6.32%, according to Freddie Mac. The 15-year fixed-rate average dipped to 5.63% from 5.69%, while the average for one-year adjustables rose to 3.98% from 3.87%.
* The California Building Industry Assn. reported Tuesday that 13,802 building permits for single-family homes were issued in April, down 4.7% from March but up 16.2% from April 2003. Seasonally adjusted, the rate was down 6.4% from March but up 17.2% from the previous year.
* U.S. construction spending jumped more than expected in April, rising 1.3% to a seasonally adjusted annual $970.39 billion from a revised $957.63 billion in March, the Commerce Department said Tuesday.
