New System to Screen Foreigners Is Tested

Foreigners entering the United States in three cities were fingerprinted, photographed and subjected to background checks in a test of a program that will eventually be extended to land border crossings nationwide.
The checks began Monday at Laredo, Texas; Douglas, Ariz.; and Port Huron, Mich.
Under the system, a machine checks visitors’ fingerprints and a golf ball-sized camera snaps their pictures.
Mexicans holding Border Crossing Cards, or laser visas, do not have to be checked.
