Growing Rice in State Doesn’t Make Sense

So let me get this straight. Rice farmers in California lose money growing rice, rice crops use a lot of water -- that California doesn’t have -- farmers get a great deal on the purchase of water, and the Feds subsidize the farmers so they don’t lose as much money growing a labor intensive, thirsty crop.
Simple question: Why do we grow rice in California?
